Mission Statement The WesternPiedmont Council of Governments shall serve all localgovernments in Alexander, Burke, Caldwell and CatawbaCounties with professional, cost effective assistance on avariety of local, regional, state and federal issues andprograms. Workforce Development is one of the many issuesthe Council of Governments (COG) is involved with. The COGhas administrative responsibilities for the WorkforceInvestment Act. A Key component of the Workforce InvestmentAct includes streamlining services through a One-Stopdelivery system. In North Carolina, the One-Stop initiativeis called JobLink. The purpose of the legislation as definedby federal law is"...to provide workforce developmentactivities, through statewide and local workforce investmentsystems, that increase the employment, retention, andearnings of participants, and increase occupational skillattainment by participants, and as a result, improve thequality of the workforce, reduce welfare dependency, andenhance the productivity and competitiveness of theNation." (Workforce Investment Act of 1998. Title I,Subtitle B, Section 106.) The COG is also responsible forthe administration of the four counties' Welfare-to-Workgrant, which offers training and job support services toWork First clients facing the greatest obstacles toemployment.
